According to the Measures for the Administration of Import and Export of Gold and Gold Products (issued by the General Administration of Customs of the People’s Bank of China [2015] No. 1), the examination and approval procedures were further simplified and trade facilitation was facilitated. The People’s Bank of China and the General Administration of Customs decided to carry out the “Chinese people.” The Bank’s Gold and Gold Products Import and Export Permit (hereinafter referred to as the “Permit”) “Non-one-one-one-one-one-one-year-old” (positive and back-style in the annex) management pilot work, the relevant matters are now announced as follows:
1. Legal persons with frequent import and export of gold and gold products may apply for “non-batch one certificate” and “permit permit” in accordance with the conditions and approval procedures of the “Administrative Measures on Import and Export of Gold and Gold Products”.
2. The “Permit Certificate” for the implementation of “not a batch of one certificate” can be used within the validity period, not exceeding the prescribed quantity and batch declaration. The specific method is that the Customs endorses the number of nuclear reduction (outlet) ports one by one in the “Customs Inspection and Release Endorsement Column” on the back of the original “License Permit”. The maximum number of customs declaration batches is not more than 12 times.
3. “Non-one-one-one-one-one-one-year-old” “Permit” is valid for 6 months from the date of issuance, and expires on its own.
4. Before the number of “inputs and exits” allowed by the “non-one-one-one-one license” and “permitted permit”, the customs shall keep a copy of the “non-batch one certificate” and “permit permit” that has been endorsed each time. . “Non-one-one-one-one-one-one-one-one-one-one-one-one-one-one-one licenses are allowed to be collected by the customs.
5. If the “non-one-one-one license” and “permitted permit” have not been used or not used, the licensee shall return the documents to the issuing agency within 10 working days after the expiration of the “permit”.
6. The implementation of the “non-one batch one license” and “permitted permit” management pilot customs for Beijing, Shanghai, Guangzhou, Nanjing, Qingdao, Shenzhen Customs. Other customs are still handled in accordance with current regulations.
7. After the implementation of the “non-one-one-one-one-certificate” and “permitted permit” management pilots, the People’s Bank of China and its branches will strengthen supervision and management of the use of the “grant permit” issued. The licensee of “non-one-one license” and “permit permit” shall import and export gold and gold products within 10 working days after the expiration of the “non-one-one license” and “permit permit” (including batches, The date of inspection and release, the actual number of imports and exports, etc.) shall be submitted to the People’s Bank of China and its branches.
8. This announcement shall come into force on June 1, 2016.
